The dial is situated in a small open area within the pastoral centre, which itself is in the grounds of St. John's College, a now disused seminary for Catholic priests. The letters seem to have been stamped on by hand using a letter punch and a hammer, so they are not perfectly spaced or in line. Also the letters aren't quite clear (E looks like F, etc). The dial appears to have been a gift in 1844 from the Abbot of Mount Melleray Abbey, Dom Vincent Ryan, to Dr. Nicholas Foran, the Catholic bishop of Waterford and Lismore.

St.John’s College and Seminary, now closed, is located at John’s Hill in Waterford City.
